Ukrainian public figure Alexei Mochanov publicly threatens to kill Rostyslav Shaposhnikov, the head of The Road Control project, who lives in the United States. Mochanov publicly announced this on his Facebook page. The reason for Mochanov’s indignation was that “The Road Control” and Rostyslav Shaposhnikov criticize the Ukrainian police and wrote about corruption in the administration of the Ministry of Internal Affairs.
“Shaposhnikov is a condom and asshole… If I see him – I’ll kill him with a slipper like a cockroach. He is a rascal. And after his words about the Marshal he doesn’t have the right to crayfish. Under no circumstances. I finished”, – asserted Alexey Mochanov in correspondence with the journalist of The Road Control Ivan Dovbiy on February, 21st, 2018.
The conversation began with the fact that Alexei Mochanov began to justify the patrol police officer of Kiev department, Sergei Oleinik. We will remind that S. Oleinik in 2014 worked as the investigator of the Obolon District Office of Internal Affairs and during Euromaidan put for two months in jail the activist of “Automaidan”, who was injured by Berkut. Later, Oleinik passed a competition and became an officer of the new patrol police in Kiev.
On February 7, 2016, during the chase for the BMW, Sergei Oleinik, illegally used firearms and killed Mikhail Medvedev, the innocent passenger a teenager of 17 years old. Alexei Mochanov considers that policeman Oleinik was acting correctly that he had violated the law and killed a child who had not violated any Law of Ukraine.
From the beginning, the Prosecutor’s office accused Oleinik of the committing a criminal offense under art. 115 of the Criminal Code (murder) and part 3 of article 365 of the Criminal Code – abuse of power.
Pechersk District Court of Kiev put a policeman-killer in custody. However, Interior Minister Arsen Avakov began to threaten and blackmail the court. In the end, having frightened by Avakov, the judges released Oleynik and later he was rehabilitated in the police service. The criminal case is still pending.
The head of The Road Control Rostyslav Shaposhnikov condemned the crime of Oleynik and the actions of the Ministry of Internal Affairs. This caused fury among the administration of the Ministry of Internal Affairs and their supporters. Numerous threats poured to Rostyslav. In February 2016, speaking on the air of 1+1 Channel , The Interior Minister Arsen Avakov publicly stated, that he would appeal to the US government to deport Rostyslav Shaposhnikov to Ukraine.
A month preceding these events, the head of the Department of Patrol Police of Ukraine Yevgeny Zhukov, who is a government official, published numerous insults on Facebook towards The Road Control project. Zhukov stated “I won’t let any loafers and provocateurs, who call themselves the road controls, come out with bullying on young guys who with pure thoughts and reputation came to help citizens”.
The head of The Road Control Rostyslav Shaposhnikov adequately responded to the police chief Yevgeny Zhukov about the inadmissibility of such behavior by a civil servant. In turn, defending Zhukov, public figure Alexei Mochanov wrote then on Facebook that if Rostyslav Shaposhnikov was in Ukraine, he would have gone missing – he could have simply been killed.
Alexei Mochanov is a former militia officer and State Automobile Inspection (traffic police). Later he became a journalist. During the reign of pro-Russian corrupted Ukrainian President Viktor Yanukovych, Alexei Mochanov conducted a TV program where he praised and popularized the work of the special police department of SAI “СOBRA”. We will remind that COBRA was a special police force, which carried out terror against drivers, extorted bribes, took away cars. In the times of Euromaidan, COBRA employees persecuted the “Automaidan” activists.
Experiencing a special love for the police, Alexei Mochanov hates social activists who write about corruption and police crimes. Being in friendly relations with the leadership of the National Police of Ukraine, Alexei Mochanov, decided to kill Rostyslav Shaposhnikov, the head of The Road Control”, since The Road Control systematically publishes facts of police crimes.
On top of that, in the same Facebook chat as of February 21, 2018, Mochanov condemned The Road Control of publishing information about the taking of a large bribe by police general Sergei Budnik. It worth remembering that Sergei Budnik from 2008 to 2010 was the Deputy Head of the State Automobile Inspection of the Ministry of Internal Affairs of Ukraine. In 2008 the “Road Control” project was created, as a response to outrage and corruption by the traffic police of Ukraine.
After the Maidan in 2014, Budnik was appointed the head of the security police department of the Ministry of Internal Affairs of Ukraine. August 22, 2017, the prosecutors and the Security Service detained Budnik for taking a bribe. The journalist of The Road Control Dmitry Salo published a report about this and added that Alexei Mochanov defended and justified Budnik. This message set off a frenzied response in Alexei Mochanov. Mochanov began to insult the administration of The Road Control and justify General Budnik, saying he was a crystal-clear man and did not take any bribes.
Taking into account the fact that Alexei Mochanov is in close relations with the administration of the Ministry of Internal Affairs and Police of Ukraine, Ukrainian law enforcement bodies do not react at all to the public threats of Mochanov to kill Rostyslav Shaposhnikov, the head of The Road Control. At the moment, Rostyslav Shaposhnikov has been living in the US for 3 years and can not return to Ukraine because of the real threat of murder.
Unfortunately, the current government of Ukraine and the people who support this government do not tolerate any criticism and are ready to kill journalists who publicly speak about the crimes of the authorities. The Road Control and Rostyslav Shaposhnikov always advocated for human rights, for compliance with laws. The Road Control project condemns police officers who illegally kill people, torture and maim detainees, extort and take bribes.
Articles and publications of The Road Control cause fury in the representatives of the police of Ukraine and people who support them. In order to discredit The Road Control slander is systematically published against our project and its administration, false stories on TV are produced, and there is an endless stream of threats of murder and physical violence on the Internet. Therefore, the head of The Road Control Rostyslav Shaposhnikov and several other journalists of The Road Control are forced to stay abroad to protect their lives and health.
